John R. Morgan, Ph.D., was named Executive Director of Voices for Virginia’s Children in April 2008, after nearly two years as Senior Policy Analyst at Voices. Previously he held leadership positions in the mental health/substance abuse field in local government. Dr. Morgan is a child psychologist and long-time leader in the prevention, children’s services and child advocacy fields. He founded and directed award-winning prevention programs for Chesterfield (VA) County’s Mental Health, Mental Retardation and Substance Abuse Department, and then directed the county’s comprehensive community behavioral health programs. He has written and lectured extensively on child and family topics and has been active in state and national advocacy for prevention and youth development.
For the past two years, John has led Voices’ early childhood policy work. His activities included service on the Standards Task Force of Governor Kaine’s Start Strong Council; co-chair of the Public Engagement committee of the Smart Beginnings Steering Committee; and membership on the Child and Adolescent Task Force of the Chief Justice’s Commission on Mental Health Law Reform. He led the Working Families Child Care Coalition that advocated successfully for a significant increase in child care subsidies for low-income working parents; and co-led the statewide coalition that helped gain General Assembly approval to expand the Virginia Preschool Initiative (VPI) serving low-income four year olds.
Dr. Morgan received a Ph.D. in Clinical Child Psychology from Penn State. He is active in community affairs and has past and current involvement with many local organizations, including Boys and Girls Clubs and Communities in Schools. In addition, he for many years has devoted time to the cause of improving youth sports programs and currently serves on the board of Heart of the Team, a not-for-profit organization that fosters principled leadership among high school athletes.
John resides in Midlothian, VA and is married and the father of two grown children.
Kathy May, Director, Northern Virginia Office, works to bring the particular concerns of children in Northern Virginia to a statewide audience, to inspire Northern Virginia’s citizens to advocate on behalf of children, and to increase the total power of those advocating for children across the Commonwealth.
Kathy has over 12 years of experience working in non-profits and agencies with the mission of cultivating and sharing the knowledge necessary to enhance child development and family well-being, with a particular interest in children with special needs and their families. Prior to joining Voices, Kathy worked for The Arc of Northern Virginia and was, most recently, the Director of Advocacy. She also was a co-founder of a national non-profit, FRAXA Research Foundation, which funds research aimed at finding treatments and a cure for fragile X.
Kathy has a Bachelors degree in mathematics from Smith College.
Mary Dunne Stewart, M.S.W., Policy Director, provides leadership to the Voices policy team. In addition, she is the lead analyst and advocate on activities related to foster care. In her role, Mary serves on the Steering Committee of First Lady Anne Holton's For Keeps Initiative, advocates at the state Capitol, and leads workshops and seminars.
Prior to joining Voices, Mary was the Associate Director of the Virginia Interfaith Center for Public Policy where she focused on health and children’s policy issues.
Mary's educational background includes a Masters in Social Work from Virginia Commonwealth University and an undergraduate degree from the College of William and Mary. Mary is a member of the Progressive Leadership and Advocacy Network, a program of the National Women’s Law Center.
